Analysis for the Electricity Networks Association of the bill impact of distribution pricing reform on consumers, 2019-2020

The NZ Government was considering a phase-out of the Low Fixed Charge (LFC) Regulations. Link Economics built a pricing model to examine price transition options. Using detailed data provided by ten electricity distribution networks, we estimated consumer bill impacts, including by deprivation level. We presented the results to an industry working group including retailers, distributors and government officials. The results were used to inform the timeframe of the LFC phase-out, which was implemented from 1 April 2022.
